This kit is a 260mm Holy Rail, side entry bottle cage and a baseplate with fastening strap.
The Baseplate and Strap combo allows multiple configurations of mounting accessories to the Holy Rail. It can be used to mount a tube and other accessories on to the base plate. By threading the strap through in two configurations you are able to adjust the overall strap length.
